French President Emmanuel Macron said on Thursday that the European Union needs an emergency reaction mechanism that a member state may activate when the bloc’s external borders are threatened.
The president stated that the migration crisis along the EU’s eastern frontier this autumn highlighted the necessity for Europe to increase its power to regulate who enters and exits the bloc.
Free movement within the EU’s Schengen zone can only work effectively if Europe masters its external borders, Macron underlined, as he laid out a key reform plank of France’s rotating presidency of the EU.
“A sovereign Europe is for me above all a Europe capable of controlling its borders,” Macron told a news conference.
It comes as tens of thousands of migrants are stranded on the EU’s eastern border, in what Brussels claims is a crisis Belarus exacerbated by issuing visas to would-be migrants in the Middle East, flying them in, and pushing them across the border. Belarus refutes the charge.
Macron stated that the emergency mechanism would require the assistance of the EU border agency Frontex, as well as reinforcements from national law enforcement agencies if necessary.
“Often we are too slow to react,” Macron said.
